Joliet Unity Movement Denounces Will County Board Vote Redirecting Cannabis Funds Away from Impacted Communities
Joliet, IL — The Joliet Unity Movement is calling public attention to the Will County Board’s November 20 vote amending its budget to redirect cannabis-tax revenue away from the communities disproportionately impacted by past drug policies—contrary to the intended purpose of Illinois’ R3 (Restore, Reinvest, Renew) framework.
Although the County’s share of cannabis-tax revenue is not legally restricted, Joliet Unity Movement leaders emphasize that these funds were created to repair harm in neighborhoods historically affected by mass incarceration, inequitable drug policies, and generational disinvestment.
Key Concerns Raised by JUM
- Board members dismissed the spirit of R3, stating the County “can use [cannabis funds] as it wishes.”
- Funds were rerouted toward departmental equipment and internal expenses—items that already have operating budgets.
- The Board majority voted to end discussion on the allocation issue and rejected an amendment to create transparent funding categories and an open NOFO process.
- These actions limit accountability and exclude public input, especially from the communities R3 funds are intended to support.
“This vote exploits the neighborhoods that have carried the weight of harmful drug policies and systemic inequities,” said Development Director Amy Sanchez.
“Redirecting these funds and shutting down debate is unacceptable,” President Willie Ervins.
Joliet Unity Movement Calls for Immediate Action
Joliet Unity Movement urges the Board to reconsider the amendment, prioritize disproportionately impacted communities, and establish a transparent, competitive funding process for all cannabis-related allocations.
